The Children's Rights Alliance believes students should only be expelled from school as an absolute last resort.
It comes as over 900 expulsions have taken place in Irish schools over the last six years.
In total, 922 students were expelled from primary and second level schools in the last six years.
Since September 2020, schools have excluded 320 students - of those 28 were from primary schools.
Director of the National Association for Principals and Deputy Principals, Paul Crone, says schools will rarely expel a child for a single incident.
Meanwhile the Children's Rights Alliance has called for home school liaison officers to be available in every school.
CEO Tanya Ward says currently, they're only in DEIS schools.
The group has also called for more educational support officers from Tusla, adding they should be intervening at the earliest opportunity instead of waiting until expulsion is an option.
