Westmeath County Council had given the green light for the 300-house development on the Ballymahon Road despite a number of objections.

The original application was refused by Westmeath County Council, with local planners branding the out of town development as an adhoc, piecemeal development.

The original application was approved by Leitrim County Council last year, but was then subject to a planning appeal.

Roscommon County Planners refused the application on 3 conditions.

The appeal contains numerous concerns from locals over the effect the development could have on local wildlife.

The plans had been lodged by Cignal Infrastructure Limited and approved by county planners earlier this year.

The development at the Commons North Lime Quarry would consist of permanent tiered seating for 500 people, a stage with a steel support structure and a canvas canopy.

The planned demolition will include the boiler house, turbine house, bag filter house and associated 80-metre high stack among other structures.
