Alcohol Action Ireland believes the alcohol industry should have to pay a levy, to pay for the harm it causes in Ireland.
It's appearing before the Oireachtas Justice Committee later to discuss the Sale of Alcohol Bill.
The Bill proposes later closing times for pubs and nightclubs, and extending licensing to cultural amenities like theatres and museums.
Alcohol Action CEO, Sheila Gilheany says it will only lead to a further normalisation of drinking in Ireland:
'Right now we know that alcohol costs Ireland at least 3.7 billion euro.
We would say there really should be a pollute and pay model in operation.
It is really important that we start to look and charge the industry that is making an awful lot of money out of the sale of a product that is causing an awful lot of harm.'
