Access to the Fair Green area in Ballinasloe is being closely monitored this weekend in case attempts are made to go ahead with horse trading.
It's understood that bollards will be in place around the traditional fair area and extra gardaí will also be deployed there.
The moves come amid concerns that some people who don't agree with the cancellation of the fair again this year will try to organise their own events.
Liam Hanrahan from Galway County Council represents the authority on the Fair and Festival Co-Ordinating Committee.
He says it wasn't an easy decision to cancel the event for a second year but it was taken in the interests of public health and safety.
