Direct Provision centres in the Shannonside region will be "decommissioned" as part of the Government's plan to abolish the programme.
Minister for Equality, Roderic O'Gorman, says the new arrangement will be fully operational by December 2024.
Going forward, asylum-seekers will stay in a state-owned reception centre for a maximum of four months, before getting housed in the community.
As well as closing centres, the new system would allow asylum seekers to open a bank account and apply for a driving licence.
