12 towns and villages will continue to discharge raw sewage into the environment until at least 2025.
A state watchdog says it could take over two decades to bring the country's wastewater infrastructure up to standard.
The Environmental Protection Agency says 34 towns and villages released raw sewage into the environment every day last year, because they didn't have treatment plants.
This is only one fewer than in 2019.
The EPA say 10 towns and villages aren't scheduled to receive treatment until 2025, and another two will continue to discharge untreated sewage until 2027.
The watchdog also says 12 large towns and cities didn't comply with EU treatment standards in 2020 - down from 19 in 2019.
The EPA says while there has been some progress by Irish Water, it's still too slow.
The EPA says Ireland must provide substantial and sustained funding to waste water infrastructure to address the issue.
