The Irish Farmers Association says 22 per cent is as far as farmers can go with cutting emissions.
The group says if they have to reduce emissions by any more, it would cost the sector around 4-billion euro and 55-thousand jobs.
The Environment Minister Eamon Ryan, says the final number will land between a 22 and 30 per cent reduction.
IFA President, Tim Cullinan, wants certainty on the target levels from the government.
''We are hearing two different voices coming from Government. We hear Eamon Ryan in the Green Party saying the it'll be at the higher end of the range and Fianna Fáil and Fine Gael are indicating it'll be towards the lower end of the scale. So that's where it's at at the moment. And as I say, it's time now we have certainty around this and we work with the challenge that's ahead of us to achieve a 22% reduction.''
