Many young people don't see a career in the Gardai as an attractive job, according to the AGSI.
It comes as new figures show almost a quarter of Garda stations had fewer officers at the start of this year when compared with last year.
Among the stations in Dublin with fewer staff were Stepaside, Howth, Malaide and Rathmines according to the Irish Independent.
The Bridewell in Cork and Salthill in Galway also had reduced staffing levels.
Ronan Clogher from the Association of Garda Sergeants and Inspectors says it's not an attractive job for young people.
