Cabinet is considering a ban on evictions for the winter months this morning.
It would mean people could only be evicted in extreme circumstances from the time of enactment until the end of March.
Legislation will have to pass through the Oireachtas with the start of November given as an optimistic date. Seán Defoe says the date it passes will be very important for tenants who've already been asked to leave a property:
''The key to this is going to be the start date. So anyone who at the moment has been issued with a notice to quit is serving out a mandatory notice period somewhere between 90 and 224 days depending on how long you've been there. If the day that you're meant to be out of the house falls after this legislation has been passed, you can't be evicted. So that is going to buy people months more time to find somewhere new. But of course, it all depends on when that date is.''
