A report published by HIQA has highlighted non compliances in foster care services across the Shannonside Northern Sound Region.
The health watchdog found that in Leitrim, Cavan and Monaghan allegations were not investigated in line with the Children First Guidance Plan.
It also reported that safety planning was not adequate for children who required a welfare strategy.
In Cavan-Monaghan there were no systems in place to ensure that long-term foster care matches were progressed in a timely manner. 104 young people were waiting in a backlog in 2020.
Leitrim demonstrated a high level of compliance in providing young people with the skills and knowledge needed for adult living.
Standards of good practice were noted in the Roscommon/Galway service area.
The Health Information and Quality Authority praised the region's review of foster care services for the Travelling Community.
61 percent of Traveller children were cared for by Traveller families in 2020 compared to 3 percent in 2014.
