Councillors in Roscommon have voted to reject some recommendations from the planning authority in relation to the county's draft development plan.
The planning regulator says the proposed renewable energy policy is in significant breach of national guidelines when it comes to wind turbines and biomass energy.
Energy developments should only be considered at a minimum distance of 1.5 kilometers from residences and schools.
Council officials believe this would undermine the local authority in meeting their energy targets and would limit the lands available to developments to just one area around Lough Key.
Council members instead agreed to accept a recommendation from the Chief Executive Eugene Cummins to proceed with original plans to identify preferred areas for energy structures.
