Planning permission is being sought from Roscommon County Council for the extraction of stone, sand and gravel in Bealnamulla.
Eamon Harney is seeking to construct the development over close to 7 hectares in the Rooskagh townland near Athlone.
The plans call for the extraction of sand, stone and gravel over an area of almost 5 hectares for a ten year period using a mobile plant.
The application includes the construction of offices, welfare facilities, a water settlement pond and car/truck parking.
Also contained in the development's infrastructural work is the installation of a petrol oil interceptor, fencing, landscaping, weighbridge and wheel wash.
The applicant has submitted an Environmental Impact Assessment report and the land is set to be returned to agricultural use on completion of the extraction.
Roscommon County Council will decide on the issue in November.
