The Senior Cycle Redevelopment Delivery Board report is suggesting the move to create a single common application system for all higher and further education pathways.
It comes amid plans to reform the Leaving Cert exams.
That will include more pathway options after school, and the introduction of a minimum grade of 40 per cent for projects across all subjects.
