A Roscommon TD wants to reduce the number of emergency department patients by changing pre-hospital emergency care.
According to INMO figures, up to 134 patients could have died last month after waiting more than six to eight hours for a hospital bed.
The National Ambulance Service has also seen significant delays, with some response times increasing by 10 minutes since 2019.
Independent TD Dennis Naughten says healthcare should change to reflect the different demographics in Ireland.
He says changing pre-hospital emergency care would improve patient survival rates.
'What we want to see is more supports provided to community first responders so that they can get to an emergency far quicker .
They should be linked up to the ambulance service because it is not possible for an ambulance to get to the scene of an emergency within ten minutes.
However we have found that where people get access to first responders and where they have access to defibrillator and access to CPR they can have significant impact on improving survival rates.'
