Roscommon County Council says significant progress has been made with local landowners on increasing safety at two junctions on the N4 between Boyle and Carrick on Shannon.
Funding for enhancement measures at both Croghan and Coothall has been allocated but Councillor John Cummins claims that Transport Infrastructure Ireland is delaying progress.
Director of Services Shane Tiernan told members of the Boyle Municipal District that after the first which includes access work and pavement rehabilitation - tender document s would be prepared.
He said he hopes this would be undertaken in the third quarter of this year.
