There is speculation a Junior Minister with responsibility for refugees could be announced after the Cabinet meeting on Wednesday.
The three government party leaders will meet later to discuss Junior Ministerial appointments.
Doras the migrants rights group says such a move would be of immense benefit and would put a greater focus on the plight of refugees in Ireland.
CEO John Lannon says while Ireland is still in a position to welcome refugees there are many challenges to overcome in 2023.
'There are still ongoing challenges, particularly in relation to accommodation.
There is an over reliance on the hospitality sector, on hotels, we need to look at other options.
We need to ensure that we don't ever return to a point where we're using tents like we were for international protection applicants in three locations around Ireland until very recently.'
