Young people in south Roscommon who want to build a house are going to have to move out of the area.
That's the claim from Independent Deputy Denis Naughten who says the lack of wastewater treatment facilities in Monksland, Brideswell and Curraghboy is also stalling local employment opportunities.
He says the lack of this basic infrastructure is being compounded by measures in county development plans which effectively ban one-off rural housing.
The Independent TD says the situation in south Roscommon is sending the message to young people that they will have to live in Ballinasloe, Athlone or move to Galway or Dublin:
