The chairman of Longford's Tidy Towns committee believes local authorities need to take on responsibility again for waste collection.
Volunteers in the county have been left frustrated after dozens of bags of rubbish have been dumped on roadways and in rural areas in the last number of weeks.
The February meeting of Carrick-on-Shannon's M.D heard earlier this month that 50 bags of rubbish had also been found dumped in the countryside in recent weeks.
Speaking on the Joe Finnegan show, John Farrell has suggested that paying for refuse bins should be incorporated into people's property tax.
He believes that household waste is the most common form of fly-tipping and is proposing Councils need to engage with private firms to tackle the issue
