Gardai say the arrests for public order offences were made on South William Street.
Scenes of crowds drinking and socialising in Dublin City Centre last night have been described as "absolutely shocking" by the Chief Medical Officer.
Large numbers of young people gathered in the mainly pedestrianised South William Street area from early evening yesterday.
Dr. Tony Holohan says scenes like a "major open-air party" are not what the country needs.
Drove into Dublin City Centre to collect someone from work at 815 PM. Absolutely shocked at scenes in South Great George’s St, Exchequer St, South William St area. Enormous crowds- like a major open air party. This is what we do not need when we have made so much progress.

They say officers from the Public Order Unit and the Dog Unit dispersed the crowd from the area, along with crowds in Temple Bar and St Stephen's Green.
Gardai are appealing to people not to gather in large groups, maintain social distancing and wear face masks in crowded spaces.
Dublin City Councillor, Mannix Flynn, doesn't believe take-away pints should be on sale at present.
