The HSE has said that the recent transition to independent living for people with intellectual disabilities in the Ballinasloe area has been successful and with appropriate support.
The health authority was responding to claims from the SIPTU union that work previously carried out by their members had been outsourced to agencies without consultation.
The union is balloting members for industrial action this week over the issue which they say is contrary to public service agreements.
They say their members worked as assistants and care workers for service users on the frontline for many years but now it seems their views have absolutely nothing to do with patient care.
The HSE statement says that Galway Roscommon Mental Health Services has always worked successfully and in partnership with Section 38 and 39 funded agencies to support core activities.
It also says that all decisions in relations to the service have been made in partnership with the service users who were central to those decisions.
The HSE says management have been engaging with the relevant unions about the transition to the social care model and remain available for further discussion.
